Biosecurity is the whole story here

Australia inspects imported goods for plant and animal material more closely than anywhere else we ship to. Most of a Western beauty order is synthetic and sails through. A large part of an Indian one is not: henna, ubtan, multani mitti, shikakai and reetha powders, amla and bhringraj preparations, dried herbs and seed-based oils are plant material in a jar, and that is exactly the category the inspection exists for.

This does not mean do not order it. It means order it knowing what it is, and declare it accurately — by what is actually in the jar, not as "cosmetics". An accurate declaration is what gets waved through. Where a product is a processed, sealed, commercially packaged cosmetic it is usually treated as such; where it is loose plant powder, expect it to be looked at.

What is straightforwardly fine

Colour cosmetics, foundation and concealer, kajal and pencils, lipsticks, sealed creams and serums, sheet masks, brushes and tools.
